In this excerpt, discrimination means that black people are being told they can't vote by white people, just because they are black. If a black person tried to vote, a white person could kick them off their farm, and in order to even try to vote they had to put their name in the paper. If a white person did not like them, they would be allowed to take away their chance at voting. Because of these details the reader can see that discrimination is a way a group of people is being treated by another group of people which is unfair.
