D. The best way to improve this introduction would be to add a closing sentence. As it is, the introduction feels like it is left hanging with the information there-refuting the counterclaim would strengthen the actual claim and help transition into the first supporting paragraph. This way the reader will understand exactly what the author is trying to argue.
