Liberalism is a type of political viewpoint that believes we should have a government, but not a government that has total control. They think that government is a "necessary evil" which means that the people need to be governed, but it's easy for them to try to take too much power and become "authoritarian" (a type of government where people don't have a lot of freedoms and the government has all the power) which they do not want.
