Odysseus sees the Cyclops as lazy and ungoverned. He observes that they don't do anything to the land, they just let crops grow "untended", that they do not have any sort of meetings or gatherings, and deal with themselves and their families however they want to.
This shows that order, organization, and work ethic are important to Odysseus and the Greeks. You can tell this by the way they see the cyclops as monsters because of their lack of those things.
