The first sentence about Queen Elizabeth is reliability. It is reliable because he used to have bias but then it changed into reliability when he went to the Museum where they taught him reliable things about Queen Elizabeth. Since he changed his ideas on her and his theoretical knowledge expanded, it became reliability because of reputable sources.
The second sentence is bias. It is bias because the person claims that it is their belief and their belief goes against historical teaching. The person believes that Caesar was not as big of a person as history claims that he was, but other reliable sources would disagree since they would objectively try to asses Caesar's legacy.

It is also highly debatable as to what is tyrannical and what is not especially with the point of view of the speaker. The politician would most likely use it in such a structure because they would be looking for political points.
