All gasses and engines need fuel to burn because the heat or chemical reaction from the burning fuels are converted into different types of energy that fuel (or help fuel) the engine or gas.

Burning is also called more formally as a combustion reaction. Combustion reactions are exothermic redox reactions. These types of reactions are usually required to have two components. A reductant (Fuel if you will, like wood or gasoline) and an oxidant like (Unsurprisingly) Oxygen gas.
