notice, the left-hand-side of the picture is the tangents segment theorem, both tangents are the same length and the point of tangency, in red, is always a right-angle, however note that they're touching a radius segment, not a diameter one, and the radii lines are slanted some.
notice the right-hand-side of the picture, the points of tangency at J and L are right-angles, and the two tangents at those points, will simply be parallel, and never touch each other.
