A senator or representative who is currently serving in the office that he or she is running for re-election for is referred to as an "incumbent."  An "incumbent" is defined as a person who is currently holding a particular (usually political) office, hence someone who currently holds an office and is running for re-election for that office is by definition an "incumbent."
