B. Allowing all people to be equal. The Whites feared that there will be equal opportunities for the emancipated slaves after the Civil war so Equality isn't the main purpose of the Government before but rather to unite the Northern and Southern states. That's why the whites have more opportunities and rights than the blacks who were limited in their services.
