The text below is from Georgia's Black Codes in the late 1800s: "All persons wandering or strolling about in idleness, who are able to work, and who have no property to support them . . . shall be deemed and considered vagrants. The 13th Amendment was the amendment that abolished slavery in 1864.  The problem with these Georgia's Black Codes is that they were just another way of keeping the blacks in a cycle of slavery. Slavery was prohibited in all instances except as a punishment for crime. Most of the African-Americans after the war have been jobless and this law basically made it possible for them to be arrested for being jobless and put to slavery once again.
