Didn't find the neutrality act of 1940, but the neutrality acts of 1930's aimed at ensuring that the USA was not pulled into the war.

However,in response to  increased japanese aggression, the USA signed the lend-lease-act in 1941 that aimed at supporting and supplying the Chinese and deterring the japanese aggression in the pacific ocean.
