The tone was determined even though the character feels defeated, and is shown in the lines "I decided that I couldn't run... Freedom for me wasn't as important as a free country." This tone represents the resentment for what has happened but that there was an injustice because the city was still under the DHS. The character, wanted to help his people but, couldn't because he was soon to be locked up as well, that's where the defeat becomes apparent.
