From the whole passage, we get the image that sunbeams move around in a seemingly random way that reminds us of a person who is having fun. Personification is used heavily to describe the movement of sunbeams as those of a joyous, uncontrolled dance (dancing, laugh riotously), from which we can infer that the word "giddy" is a part of this personification as well.
