You just have to do this twice. Fill the 9-L pail using the 4-L pail twice. That gives you 8 L in the 9-L pail. Fill the 4-L pail and pour it to the 9-L pail until its full. That takes 1 L from the 4-L pail and leaves 3 L to that pail. Doing this twice you will get 2*3 = 6 L of water.
