In theory, the 15th Amendment allowed former (black) slaves to vote. But the restrictions were so ugly that few could do it. There were literacy tests, poll taxes (google this), and other restrictions. It was not until 1965 that the vote was granted to any citizen of the United States. It took 2 acts of congress and numerous supreme court cases to bring this about. This is a very important amendment and you maybe should google it's history.
