It took a while -- over a generation -- for the full effect of emancipation to be felt in the North. Former slaves did not immediately move North, or West, following the Civil War. In 1863, less than eight percent of United States blacks lived outside the South. By 1900, the percentage of Northern blacks had grown to only 10 percent.
